Release notes for Voltage Payments API release `v6.13.0`, published 2026-10-01.

- Added support for environment-scoped user permissions. Requests and results respect the environments available to the user or API key.
- Improved retrieval of older payment events and wallet ledger history.
- Payment History CSV output advances to schema version 3, adding `processing_fee` and `payment_breakdown` columns. Values are blank when unavailable; integrations that require an exact column count should update their imports.
- Configured settlement fees now appear in customer line-of-credit details.
- Managed MutinyNet wallets can now be deleted with a positive test balance. Existing balance restrictions remain for mainnet and node-backed wallets.
- Fixed on-chain receives on node-backed wallets remaining incomplete when the received funds were spent before settlement finished.
- Added clearer authentication-error examples and troubleshooting guidance in the Scalar API reference.
